Personality: Though throughout most of his time he had worked for Frieza, Burter was pretty much a laid back kind of guy. Of course, he was cocky because he had proclaimed himself to be the fastest being in the Universe. He can actually even be quite goofy by actually enjoying to watch soap operas and even playing rock paper scissors and in return the winner gets a space soda. Burter was a somewhat of joke-ster type along with his pal Jeice. Sometimes even the rest of the Ginyu Force would join in, mostly Recoome.
History:
In his prime, Burter was the self-proclaimed fastest man in the universe. Captain Ginyu of the Ginyu Force seen that he had style and chose him to be apart of the Ginyu Force. Burter was hesitant to join him because he didn't know Ginyu nor did he trust him. Besides, he was so used to doing things on his own anyway.
However, Ginyu made it clear to him that whatever share he got, he would get half of it. So, he made the deal and joined the Force and even shared his famous poses with Captain Ginyu. Since Ginyu already had a couple of poses of his own, he fit right in. Next, a man named Jeice was recruited. He had the same style and point of view almost like Burter's. He knew upon seeing him standing there that they'd become best friends, later on they did. Recoome was the second member aside from Ginyu that he talked to, he was very easy to get along with. As for Guldo, he wasn't even in the Force yet. He was found and asked to join the group not to long later and gladly accepted.
Soon, the entire Ginyu Force was called forth to make an entrance on the Planet Namek, for he had a job for them to do. Their days as part of Frieza's Elite Fighting Squad had just begun, and it didn't end pretty. For awhile, none of his enemies could stand up to him. He was just too fast, not even Vegeta could handle the speed of the Blue Typhoon. Anyone that Burter fought was handled with ease.
However, then Goku came along and changed everything. He was the first person in his life to ever sneak up on him. No, it can't be true, no one is faster than the Blue Hurricane. However, it was true, and Burter wasn't having any of it. Goku eliminated Burter with ease and left him there on the ground. Burter was unable to fight, he was defeated. However, it got worse. Just when he thought that his life was going to be spared, Vegeta jumped onto his neck, and killed him.
As Burter was in HFIL he swore that if he got out, he would get revenge the one who did this to him, Vegeta. However, as he was stuck in HFIL he trained night and day behind bars. He was not going to allow anyone to be faster than him, it was he who was supposed to be the fastest in the Universe. Frieza's henchmen who had collected New Namek's Dragonballs to wish back Frieza, they had also wished back Burter and Jeice to once again serve Frieza.
Upon realizing they were living again, they had something else in mind. They would not follow Frieza, instead they would go back to doing what they did best, destroying Planets and having fun. If Recoome, and Guldo became living once again they could come too if they'd like. Burter and Jeice despised their Namek enemies such as Goku and Vegeta and would stop at nothing until they got their revenge. One of Burter and Jeice's next targets was set to be Earth. Before making his way to Earth, Burter made sure to train along with Jeice has much as possible and as intensively as possible to ensure that he was once again the fastest and maybe even the strongest in the Universe.
